Bio

Melissa Raynes has 20 years of experience working in health-related administration.  She has served as Deputy Director for the Center for Threat Preparedness since August 2012 and Interim Director of OEMS since March 2014.

She has been instrumental in helping coordinate the State's Ebola preparedness planning efforts for EMS transportation.  Mrs. Raynes helped lead the health and medical command system response during public health emergencies including Hurricane Sandy, 2012 Derecho, Elk River Chemical Spill, and the first Boy Scout Jamboree mass gathering event in West Virginia.

Mrs. Raynes has been with the Department of Health and Human Resources (DHHR) since 2007.  Prior to her most recent roles, she served as Administrator for the Office of the Chief Medical Examiner and
Chief Executive Officer of Lakin Hospital.

Mrs. Raynes has a bachelor's degree in health care administration from Mary Baldwin College in Stanton, Virginia and a master's in elder care administration from Nova Southeastern University in Fort Lauderdale, Florida.
