The West Virginia Office of EMS conducted a survey of certified EMS personnel in early 2008. The purpose of the survey was to determine the current status of the EMS workforce. The survey was conducted between February 27 and June 1, 2008. Initially, the surveys were conducted by paper at the ESCAPe conference. Subsequently, surveys were completed on-line at the West Virginia Office of EMS web site.

In February 2008, the West Virginia Office of Emergency Medical Services (WVOEMS) initiated a project to attempt to quantify the number of Paramedics leaving emergency medical services in West Virginia and to establish why they were leaving the field. A survey was used as the primary method of investigation. The target audience for the survey was Paramedics whose certification expired December 31, 2007, and who had not recertified as of February 1, 2008.
