We've partnered with the EMS Performance Improvement Center at the University of North Carolina to utilize the entire EMS data system currently being used on a state-wide basis in North Carolina for almost two years.
This system includes the Prehospital Medical Information System (PreMIS) record collection and storage system as well as the Credentialing Information System (CIS) which provides collection and tracking of EMS personnel and agencies.
WVPreMIS will become the benchmark EPCR for West Virginia, ensuring strong compliance with the NEMSIS federal information system. More importantly, this new adherence to NEMSIS standards will allow for detailed EMS run data analysis and quality improvement programs. Coupled with a new Credentialing Information System (CIS) that will provide the underpinnings of a solid and complete EMS data system, WVPreMIS will pave the road towards true quality analysis of West Virginia run data.

Agencies that wish to use their own EPCR instead of WVPreMIS for data collection and submission must pass a West Virginia certification program (read West Virginia EPCR Vendor Requirements) to ensure compatibility with both the federal information standard (NEMSIS) and West Virginia's specific requirements.
There's no catch. On the contrary, our goal is to provide the direct benefit of this to you: the EMS agency. Your data will become available to you in the form of customized run data analysis reports, called Toolkits, designed to focus on EMS performance metrics. The following links offer the ability to log-in to PreMIS and CIS via a State ID. This State ID has not been issued to anyone in West Virginia yet. Please DO NOT attempt to log in to the North Carolina WVPreMIS and CIS systems!
